David Winickoff

David Winickoff is the Head of Unit for Responsible Innovation with the Secretariat of the OECD in Paris. He is also an adjunct Profess of Law at the Paris Institute of Political Studies (SciencesPo) where he teaches ethics and global governance of emerging technology. He leads research, policy development, and soft law initiatives in science, technology, and innovation at both national and international levels. Formerly, he was a tenured professor at the University of California, Berkeley, where he directed the Program on Science and Technology Studies (STS). David's scholarly work intersects law, bioethics, and STS. A Harvard-trained lawyer, he has contributed to expert panels at the U.S. National Academies of Science, the Royal Academy, and the Bipartisan Policy Center. He has also served as an expert for the French Parliament and as a member of the Programme Committee at the Rathenau Institute in The Hague.
